 River basin management plans. This is very important. This is what I suggested to everyone. I am a specialist, more. How can I participate? Preferably in the Crimea, that is, I live in the Crimea. Although I can throughout Ukraine, preferably. I want to offer a competent, more comprehensive version of research, so that everyone who wants to can do it on the ground. I am a simple resident – not a philanthropist, not an investor, not a creditor.

The government approved the first river basin management plans.

Today, November 1, the Cabinet of Ministers of Ukraine approved the first six-year river basin management plans for 8 river basins of Ukraine: Dnipro, Southern Bug, Dniester, Don, Vistula, Black Sea, Azov and Crimean rivers.

The adoption of river basin management plans is a European integration obligation in accordance with the Association Agreement with the EU and one of the key indicators in the "Water Quality" sector during the negotiation process regarding Ukraine's accession to the EU.

The river basin management plan is developed in order to achieve the ecological goals defined for each area of the river basin within the established time frame.

The strategic environmental goal for all areas of river basins is to achieve/maintain "good" water status.

The implementation of river basin management plans is aimed at solving the following main water-ecological problems:

- contamination of surface waters with organic, biogenic and dangerous substances;

- hydromorphological changes;

- pollution and depletion of groundwater;

- climate change;

- reducing the impact of infrastructure projects on the state of water;

- clogging of water bodies with household waste;

- biological pollution (spread of invasive species);

- the impact of military operations.

The river basin management plans were prepared in accordance with the deadlines specified in Annex XXX to the Association Agreement with the EU. They reflect the best available expertise, applied in accordance with the guidelines of the EU's Common Implementation Strategy.

Ukraine used the experience of Slovakia, Romania, Poland, Hungary, France and Estonia.

Communication activities with local authorities and local self-government bodies were carried out to form river basin management plan measures.

The development of river basin management plans in Ukraine was complicated by the limited availability and quality of information and reliable data for most surface water bodies and groundwater bodies. The situation was further complicated by the war.

However, despite the war, Ukraine continues to keep an active pace in the implementation of the requirements of EU directives, namely Directive No. 2000/60/EC on establishing the framework of the Community's activities in the field of water policy.

The river basin management plans also cover the river basins of Ukraine that are under the full or partial temporary occupation of the territories of Ukraine by the Russian Federation – the basins of the Crimean and Azov, Dnipro, and Don rivers. Therefore, the approval of the plans is important for strengthening the position of the protection of Ukrainian waters in the international arena.

A large team worked on the development of river basin management plans:

- state authorities – the Ministry of Environment and the State Water Agency, together with the State Emergency Service of Ukraine, the State Geology and Subsoil Service of Ukraine, the Ministry of Development of Communities and Territories of Ukraine;

- scientific institutions – the Institute of Hydrobiology of the National Academy of Sciences of Ukraine, the Ukrainian Hydrometeorological Institute of the State Emergency Service of Ukraine and the National Academy of Sciences of Ukraine;

- national experts Blue Rivers Environmental Consulting; Association of Vodokanals of Ukraine.

- European experts – the International Water Office (France) and the Environmental Agency of Austria; international organizations – UNECE, OSCE; WWF-Ukraine.

River basin management plans have been prepared in accordance with the approaches of Directive No. 2000/60/EC on establishing the framework of Community activities in the field of water policy and with the support of European partners – the EU4Environment: Water and Data program.

In particular, the team of EU experts (OiEau and UBA) stated that the results of the first cycle of management plans for river basins of Ukraine are acceptable and meet the requirements of the mentioned EU Directive.

So today we have the main European-style strategic document for 8 river basins.

The next step is the implementation of river basin management plans.

River basin management plans will be posted on the official websites of the Ministry of Environmental Protection and Natural Resources of Ukraine, the State Agency of Water Resources of Ukraine, basin administrations and regional water resources offices.
